Some 30 suspected pedophiles were arrested in early morning raids across the country on Tuesday, in the largest police operation against alleged sex offenders to date.

The arrests came after officers from the computer crimes unit of the central police district posed as a young girl and a young boy on popular chat forums, attracting the attention of suspects who lurked on the sites and preyed on minors.

After getting their targets to enter personal one-to-one chats, the suspects made phone contact, and were answered by an undercover female officer pretending to be a child.

Police were shocked at the ease with which innocent online conversations quickly became perversely sexual. In some cases, suspects carried out lewd acts on web cameras, and encouraged sexual acts on the part of the children they believed they were talking to."

"Movies showing graphic rape scenes, brutal violence and jailbreaks are available to inmates at a Welsh prison holding hundreds of sex offenders, Wales on Sunday can today reveal.

Prisoners held at HMP Usk in Monmouthshire have access to a library of 550 DVDs – including gruesome horror flicks and movies showing sexual violence and the seedy criminal underworld of gangs and drugs.

The selection has been condemned as “completely and utterly inappropriate” by a prisons experts and leading politicians.

Among the library of DVDs available to inmates are gory 18-rated horror films The Silence of the Lambs and Hannibal and crime thriller The Bank Job – about a major bank robbery.

Cons at the prison – which mainly holds sex offenders – can also access 1991 fugitive thriller Thelma & Louise, which features a scene showing an attempted rape, and box office hit Deliverance, which features a notorious male rape scene."

Dalkeith makes crime-fear top 10 list

"Dalkeith has featured alongside some of Glasgow's most notorious neighbourhoods in a poll of Scotland's 'scariest' places.

The town came eighth in a national league table measuring residents' fear of violent crime – with almost 40 per cent afraid of being attacked by a stranger.

More than 50 members are expected to attend the rally.

The leader of the far-right party is expected to attend a rally tomorrow in Dalkeith, where he will address the crowds demonstrating against the convicted sex attacker.

The BNP will meet at the Adventure Playgound in Dalkeith before heading to the town centre where demonstrations against Robert Greens will begin.

The BNP was founded in 1982

Residents began to protest when Greens was re-housed to Bonnyrigg, four-miles away from where he raped a Dutch student in 2005.

The housing association handed the 63-year-old a notice of repossession - meaning he could be removed for his home at any time - however he and his partner have taken it upon themselves to leave.

There was uproar following the self-employed plasterer’s conviction for viewing child pornography last month."

""My son's headteacher called the police in 2010 to my son's primary school, after seeing pictures of my son on my website. I had had a performance at the Courtauld Institute and my son's teacher missed it so I gave her a video of myself and my son. My son's class viewed it, I got good feedback from the teacher, and I heard nothing else about it until almost a year later. The headteacher had a look at my video and then started looking at my website. It was never made clear why she started searching on my website; she said she had concerns and had a right to act on them.

She told me that she was alarmed at a picture on my site of him in the bathtub, all typical Sally Man/mother-photography, etc. type work. Actually he had a Halloween mask on, and while there were other photos of him on my site, and you could assume it was him, his face was unidentifiable and she didn't know for sure. After consulting the school governor she rang the police - who said nothing was wrong with the images on my site (ie, no porn) - but they then had an obligation to call social services."

"A shot has been fired into a house in Sydney's inner west while a family was sleeping.

Police are seeking information from family members after the Sydney home of a "black magic holy man" convicted of manipulating women into having sex was shot at.

Shots were fired into the home at Union Street, Dulwich Hill, at about 12.30am (AEST) on Friday.

The home is co-owned by sex criminal Tony Golossian, who was jailed for 15 years in 2011.

Golossian, 64, was found guilty of manipulating women into sex prayer sessions in hotel rooms, telling his victims black magic curses had been placed on them and their families.

Two children, two women and two men, who are believed to be relations of Golossian, were at home at the time.

A large bullet hole was found in the front door, but no one was injured."

Counting Crimes When Defendants Possess Many Images of Child Pornography on Several Devices

"Imagine a defendant in a child pornography case has two computers in his home. Each computer contains twenty images of child pornography. Has the defendant committed one single crime of possessing forty images? Or has he committed two crimes of possessing twenty images each? Alternatively, has the defendant committed forty distinct crimes of possession? Put another way, should the number of crimes be determined by the number of images, the number of physical devices, or simply grouped together as a single offense?

Courts have answered these questions by considering the Double Jeopardy Clause of the Fifth Amendment, which instructs that “nor shall any person be subject for the same offense to be twice put in jeopardy of life or limb.” Under this provision, a defendant cannot be punished twice for the same act. The difficult question is, what exactly is the “act” prohibited by child pornography laws? Courts have answered this question by undertaking careful and sometimes hypertechnical readings of the different laws that punish possession of child pornography. As a result, there is no one answer to the question. Under recent cases, at least, the answer depends on the specific statute.

"[T]he legislature intended these statutes to criminalize each image that constitutes child pornography because its very existence harms the victim it depicts [sic]. Even identical images, therefore, result in separate prosecution and punishment."

It's almost the perfect, untouchable strategy. It appeals to so many: other survivors victims, anyone with a loved one who has been violated, people who wouldn't typically even be overly interested in the subject but whose good intentions are exploited by the slanted portrayal of a blatant, calculated choice to not only evade the law, but to cause harm to others. "A very good friend of mine recently broke up with her boyfriend. They were both Christians, very involved in the church and on the outside seemed happy. I was not shocked when they broke up though, because she had confessed to me their biggest problem: He would not let go of the fact that she was not a virgin. Over and over he brought up that he needed to "mourn what was lost," even though these conversations would often end with her in tears. His fixation on the fact that she had previously had sex, even though she was repentant about this, clouded their relationship. He was devastated when she broke up with him, and could never admit anything he'd done wrong.

They are among seven of the paper's former staff facing charges of conspiring to intercept communications.

"Former News International boss and David Cameron's former spin doctor go to court of appeal in bid to halt prosecutions

Rebekah Brooks, the former chief executive of News International, and Andy Coulson, David Cameron's former spin doctor, have lost a last ditch attempt to get their prosecution over alleged phone hacking dropped.

They went to the court of appeal on Friday morning to seek to have the case against them dismissed on the grounds that the law did not extend to voicemails that had already been listened to.

Lord Judge, the lord chief justice, and two other judges, dismissed the appeal that been brought by Brooks, Coulson and three others – former News of the World news editor Ian Edmondson, former senior reporter James Weatherup and the paper's former managing editor Stuart Kuttner.

They are all due to stand trial in September for alleged phone hacking and all five pleaded not guilty to all charges earlier this month."

"Regulations designed to protect children who take part in sports from sex abuse have created a climate of fear for coaches, according to new research. London 2012 Olympics: Climate of fear surrounds children’s sports coaches The researchers, who interviewed around 100 coaches from a range of sports, found that swimming was regarded as the riskiest sport of all, with anyone, particularly older men, who wanted to coach being viewed with suspicion.

Many coaches are so fearful of being accused of abuse that sports training has become a strict 'no touch’ zone, even in potentially dangerous situations, it is claimed.

Researchers at Manchester Metropolitan University found that the prioritisation of child protection may jeopardise attempts to widen participation in sport.

The study is the first to look at the issue of 'touching’ within sport in the UK. It found that some coaches have given up working with children for fear of any repercussions or false accusations."

Children said his lessons were peppered with adult terms and slang, with references to “sex”, “breasts” and “rape”. He told one class that Henry VIII’s split with Rome was hastened because Anne Boleyn had “a bun in the oven”.

A class of 11 and 12 year olds were told that in the Middle Ages they would already have been married off, to men of his age. Girls aged 14 and 15 were taught to write essays using the mnemonic “SEX” – S for structure, E for evidence and X for explanation."

Sex offenders face mandatory lie detector tests

"Mandatory lie detector tests found to make sex offenders more honest and cut reoffending on release from prison

Rapists and other serious sex offenders may be forced to take lie detector tests when they leave prison, to reduce the chance of them of re-offending.

The No 10 source said: "It's vital that we protect the public from serious sex offenders. That's why the conditions after they leave prison need to be both strict and rigorously enforced.

"The pilot schemes using lie detectors to manage offenders in the community have been a success. So now we're looking at how it could be rolled out to provide probation officers with more information to manage the most serious offenders." Hertfordshire police said that last November the force tested "low level" sex offenders, and many presented a higher risk to children than previous estimates. Of 15 offenders tested, eight failed and six passed. One was caught trying to cheat by breathing erratically and talking slowly.

Downing Street is confident that extending the lie detector tests across England and Wales will not leave the government vulnerable to a challenge at the European court of human rights. When an offender took a case to Strasbourg under article 8 of the human rights convention the lie detector was deemed a proportionate way of preventing crime."

Colorado’s pricey polygraph testing of sex offenders under fire as critics target accuracy, expense

"One after another, nearly a dozen John Does took the stand in a fifth-floor federal courtroom in Lincoln this week.

You wouldn't know it by looking, but they all are convicted of crimes that landed them on the Nebraska Sex Offender Registry.

And they all are suing the state over changes state lawmakers made to it in 2009 -- specifically, a provision that says they have to provide to their local sheriff's office any remote communication device identifiers and addresses, including serial numbers, telephone numbers and account numbers.

They're also suing over a provision that sets out a penalty for those who knowingly and intentionally use any social networking site, instant messaging or chat room service that allows anyone younger than 18 to access or use it.

The state says the laws serve a significant governmental interest: to protect children from predators [sic]

The three dozen John Does say they violate their First Amendment rights and that, as written, the definitions could be construed to apply even to landline phone calls, cellphone texts and blogs.

Among those who testified were business consultants, IT contractors and retailers who make musical instruments and sell high-end car stereos.

Wednesday morning, one man, who has a software design and consultant business in Omaha, said the Internet is an extension of the real world."

Attorney General says the Common Law does not allow for a sex offender register

"Bermudian laws do not allow for the Sex Offenders Registry to be in the public domain, according to Attorney General Kim Wilson.

She further denied that she has been in meetings with interest groups to develop a protocol for the release of information, saying that the protocol has been in place since 2009.

Several parents of young sexual assault victims have called for the sexual offenders registry to be available to the public, as with similar registers in the United States.

During yesterdays sitting of the Senate, Ms Wilson said: “Whilst historically there have been demands from some segments of the community for a US styled sex offenders register in the wake of convictions for sexual offences, Bermuda’s laws, which are modelled on UK law, do not allow for the establishment of such a register.”

She explained that information regarding sex offenders can be released on a case-by-case basis if it is found the individual presents a risk of serious harm to the health and safety of the public, an affected group of people or an individual."

Sex offender files left on Brighton bus

"Documents containing information on violent and registered sex offenders were left on a bus in Brighton by a Prison Service employee, police said.

Sussex Police said the file contained the cases of several people being managed by the Multi-Agency Public Protection Arrangements.

It was reported missing on Tuesday by the prison employee.

A 32-year-old man who found the file handed it in to The Argus newspaper from where police recovered it.

A police spokesman said officers identified the bus involved when the incident was reported. CCTV revealed the documents had been picked up by the man, from Brighton.

He was arrested on suspicion of theft on Wednesday morning but said he had handed the documents to the newspaper."

"Prisoner behind bars Many prisons do not have the capacity to run courses aimed at reducing re-offending rates

Serious criminals are leaving prison not having been on programmes designed to stop reoffending, says a report.

Prisons and probation inspectors for England and Wales found no plans to deliver treatment programmes to a third of sex offenders needing them.

Most of the 11 prisons examined lacked capacity to meet demand for courses.

But they said a significant culture shift among staff was also needed, pointing out that a new computer system, designed to improve the management of prisoners, was not being used properly.

Mr Hardwick said: "On the face of it, it is just really disturbing. What's happening on the ground now in terms of offender management is too poor in too many places and needs to be galvanised."

He said: "Sex offenders are being released without adequate interventions to reduce the risk that they will re-offend."

Steve Woodgate, the lead inspector, said: "One in four people in prison in this sample not having been assessed is a bit scary."

He said they were "not being followed up, not being reviewed, nobody's really on the case".

She said: "Some prisoners, and most worryingly, some sexual offenders, are not always able to access the treatment they need to change their behaviour before their release."

NOMS chief executive officer Michael Spurr said there had been a 5% reduction in reoffending since 2000.

"This reflects much better case management both in prison and the community," he said.

"We are targeting resources to reduce risk to the public. Over 1,000 sex offenders completed programmes in custody last year and we will continue to prioritise work on the basis of risk."

He said that transforming the management of offenders was a "significant challenge".

"We have made real progress but accept there is more to be done to break the cycle of reoffending."

Ms Calderbank said if offender management and rehabilitation were not given the same priority as punishment and containment "we will continue to lock up large numbers of people at increasing cost but to very little effect".

"We were looking for work that was done with prisoners during the course of their sentence which was actually about changing the way they thought," she told BBC Radio 4's Today programme."

Da Vinci rapist breaks his silence to protester: Just get me out of here

"DA Vinci rapist Robert Greens has broken his silence to reveal he has a girlfriend in the south of England and wants to leave Midlothian to go and live with her.

It emerged that Greens, who has faced a barrage of protest since his release, has a panic alarm installed and keeps a fire extinguisher close to hand in the bare house in Bonnyrigg over fears of a fire-raising attack.

He also complained that he was not allowed to keep his two Staffordshire bull terrier dogs, which he has pictures of on his mobile phone, over fears that they may be poisoned. He said he did not like living in a house which was previously the home of a convicted paedophile.

He frequently visits the Capital. And he wants to meet the leader of the protests, which have taken place regularly outside the house.

His comments came in a five-and-a-half-hour, late-night conversation with a protester who turned up outside Greens’ cottage after a night out on Saturday. Despite police 
warning people not to be alone with Greens, the protester – who has asked to remain anonymous – decided to knock on the door. They were shocked when the sex offender appeared at the door and then invited them in.

The rapist then spent hours talking to the protester, who later met with the Evening News to reveal for the first time how Greens lives.

The protester said: “I had walked a friend home after the pub and decided to head out to the protest. There were no other people there, so I decided to try knocking on his door. I couldn’t believe it when he opened it.

“He invited me in and I said ‘yes’, as I thought that it would be good to hear his side of the story.”

Man is tormented by paedophile claims

"A SPALDING man claims he is being tormented by neighbours who accuse him of being a paedophile.

He said: “It’s totally unwarranted. I get called paedophile, bad man and pervert – and I’ve even heard it shouted ‘tell your daughter to stay away’ – but there’s no justification for it.

“When we split I moved to Spalding, but I can’t work because I’m on medication for mental health problems.

"PROVIDENCE, R.I. (AP) — A state law that bars registered sex offenders from living within 300 feet of a school is unconstitutional because it is too vague and overly broad, the state chapter of the American Civil Liberties Union said Monday as it filed a lawsuit on behalf of three men who have been told by police they must move or face arrest.

The lawsuit was brought against the state on behalf of two developmentally disabled men and one veteran who their lawyer and supporters say would lose their housing and possibly become homeless if forced to move. They also said the law is counterproductive because it would have the effect of taking away the stability and support they need to keep them out of trouble."
