As We Said, So Long Ago - Butner Debunked

THE BUTNER STUDY: A Report on the Fraudulent Execution of the Adam Walsh Act by the Federal Bureau of Prisons (BOP)

Title III of The Adam Walsh Child Safety and Protection Act of 2006 established the Jimmy Ryce Civil Commitment Program for Dangerous Sex Offenders, now codified at 18 U.S.C. § 4247, 4248. Under this new program, the Attorney General (AG) or anyone authorized by the AG or the Director of the Bureau of Prisons (BOP) may seek to civilly commit anyone in BOP custody by ―certifying him (or her) as ―sexually dangerous. Treatment for those ultimately committed is dispensed at only one location in the United States: the federal prison at Butner, North Carolina, and in only one program: the Commitment and Treatment Program for Sexually Dangerous Persons (CTP). The clinical director of the BOP‘s CTP Program at FCI Butner is not on trial here, but his enormous influence can and will permeate, whether directly or indirectly, every upcoming § 4248 hearing in the Eastern District of North Carolina. This document, gleaned from various sources, is a factual chronicle of Dr. Andres E. Hernandez‘ decade-long ―Butner Study from inception to its ultimate opprobrium by his peers and some federal courts.

Data, generated without rigorous methodology and/or without peer review, does not survive long in the realms of science, medicine, or law. Similarly, it should not carry any weight in psychiatry/psychology. However, The Butner Study has managed to insinuate itself into every nook and cranny of Sexually Violent Predator (SVP) commitment laws in the United States without such scrutiny. Calling it self-serving (i.e., for federal psychologists) is not descriptive enough. We must add ideological, agenda-driven, politically opportunistic, unethical, and, perhaps, even criminal. As you will read in the following pages, the legal decisions and peer reviews included herein call into question not only The Butner Study, but, more importantly, every single federal/BOP-generated forensic commitment evaluation done thus far as well as any and all programming and treatment under the BOP‘s Sex Offender Treatment Program (SOTP), its Sex Offender Management Program (SOMP), and CTP Program at FCI Butner."

"The Court will not accept “science” conducted in secret. Second, the Court will not look past the shortcomings of this Study merely because the Study is unique or new. Indeed, the fact that the Study is revolutionary in nature gives this Court great pause for concern, especially since it produced the sensational result that somewhere between 85% and 98% of child pornography collectors have personally molested children.

In sum, the Court will not consider the results of the Butner Study unless and until either the Government or the researchers provide transparency for its methodology and a compelling explanation for its many apparent failings.

While the Court is loathe to simply agree with a mostly unchallenged expert, the Court can find no error in Rogers’ conclusion that the Butner Case Study “isn’t scientifically vetted, doesn’t meet scientific standards for research, and is based upon, frankly, an incoherent design for a study.”

Is There a Link Between Child Pornography and Child Molestation?

"Is there any connection between possessing and/or viewing child porn and commission of an actual act of child molesting? For the past few years, prosecutors across the country have pointed to a flawed study conducted in a federal prison to answer “yes, there is.”

That study was conducted at the Federal Prison in Butner and came to be commonly known as The “Butner” Study. From 2002 to 2005, psychologists studied 155 inmates at that facility that had taken part in an 18 month treatment program. All 155 had been convicted of child pornography crimes, and were asked in their treatment if they had ever also molested children. The study suggested a “strong link” between the use of child porn and child sexual assault. It was originally published in the April Journal of Family Violence (Vol. 24, No. 3), and has been subsequently reported in several professional journals: Tori DeAngelis, Porn use and child abuse: The link may be greater than we think, a controversial study suggests, APA Monitor on Psychology, Volume 40, No. 11 December 2009; Michael L. Bourke and Andres E. Hernandez, The ‘Butner Study’ Redux: A Report of the Incidence of Hands-on Child Victimization by Child Pornography Offenders, Journal of Family Violence (Vol. 24, No. 3, April 2009)

However, momentum has been building to see the Butner study in its true colors, yet the latest example of junk science to be dragged into courtrooms by the prosecution. For starters, even the author of that study claims that it is being misused by prosecutors when they do so:

“Some individuals have misused the results of [BOP study] to fuel the argument that the majority of CP offenders are indeed contact sexual offenders and, therefore, dangerous predators. This simply is not supported by the scientific evidence.”

Passive Pedophiles [sic]

"Are child porn viewers less dangerous than we thought? [sic]"

""The first number is similar to the rate of recidivism for all federal prisoners. Bad, but not worse. And the second number, 7.4 percent, is lower than the rate of sexual reoffending for people convicted of contact offenses—in other words, molestation.

"Maybe child pornography offenders often do only look, though looking is its own harm [sic]. In a fascinating New Yorker piece by Rachel Aviv, University of Toronto psychiatry professor Michael Seto says that men who collected child pornography online “did not have the antisocial traits, like lack of empathy and impulsiveness, that are common to all types of criminals.” Seto calls these men “fantasy offenders.” He tells Aviv, “In this weird, disinhibiting space, which lacks the usual social cues, they may do and say things they would never dare in real life.”"

Three Virginia teens face child porn charges in “sexting” trial

"Case involves three teens who allegedly non-consensually filmed sex acts.

On Thursday, three northern Virginia teen boys will head to trial to face child pornography charges stemming from sexting-style videos made on their cellphones. If found guilty, each faces up to 20 years in prison and the sex offender label.

Fairfax County Commonwealth’s attorney Ray Morrogh told the Washington Post that there needs to be a balance in these situations between labeling teens with sex charges and considering the impact on victims of the distributed image.

“We try to resolve these cases wherever possible without going to the courts,” Morrogh said. “At the juvenile level, the goal is to rehabilitate the child.”

This case appears to be particularly egregious, though. The teens allegedly surreptitiously filmed themselves in sex acts with at least six teenage girls across 10 videos shot in December 2011."

It has nothing much to do with ‘porn’

"The dismal David Cameron wants to block people from accessing ‘porn’ from WiFi in public places and ‘semi-public’ places. Which presumably means all WiFi as almost every WiFi in the world is capable of being picked up in a ‘public’ place, such as the side walk in front of your house.

And the usual coercion addicted statists will smile and nod that ‘the children’ are being protected. And once the slope has been created, these are the people who will be working to make it as slippery as possible.

So of course once the notion that protecting ‘the children’ from stumbling across porn is accepted, next will be protecting them from seeing ‘hate speech’… and then from anything that is held not to be in ‘the public interest’. Held by who? Why by people like them, of course.

It is not about porn, it is about control. It always is."

Fifth Amendment shields child porn suspect from decrypting hard drives

"Judge says forcing man to unlock files would amount to self-incrimination.

A federal judge refused to compel a Wisconsin suspect to decrypt the contents of several hard drives because doing so would violate the man's Fifth Amendment right against self-incrimination. Judge William E. Callahan's Friday ruling ultimately labeled the issue a "close call."

Courts have wrestled with how to apply the Fifth Amendment to encrypted hard drives for several years. According to past rulings, forcing a defendant to decrypt a hard drive isn't necessarily self-incriminating, but forcing a defendant to decrypt a hard drive can amount to self-incrimination if the government can't otherwise show that the defendant has the password for the drive. In that case, forced decryption amounts to a forced confession that the defendant owns the drive."

Online Porn Has Small Effect On Teenage Sexual Behavior

"Researchers have found that viewing sexually explicit content on the internet or in magazines as a teenager does not influence sexual behavior as much as people think, according to a new study published in The Journal of Sexual Medicine.

It was believed by many that viewing sexually explicit content could have a negative impact on the sexual behaviors of teenagers. However, not enough research was carried out to come to any concrete conclusions.

A team of researchers from the University of Copenhagen in Denmark, led by Gert Martin Hald, PhD, conducted an online survey which included a total of 4,600 Dutch young people between the age of 15 and 25.

They found that close to 88 percent of males and 45 percent of females who participated in the survey had watched some form of sexually explicit material in the past year.

The results indicated that viewing sexually explicit media was associated with sexual behaviors, such as adventurous sex and offering money for sex. However, it should be noted that this association was marginal, resulting in only a 0.3 to 4 percent difference in sexual behaviors."

Suspended sentences for pair who breached Bulger killers' identity ban

"Sir John Thomas sitting at the High Court ruled two men were in breach of the injunction stopping the identification of James Bulger's killers, John Venables and Robert Thompson, and therefore in contempt of court.

Reflecting on the "gravity" of their offence he said they would be given nine months imprisonment but because of mitigating circumstances it would be suspended.

Neil Harkins and Dean Liddle, were accused of breaching the injunction by posting information on Twitter and Facebook.

The High Court was told that Neil Harkins and Dean Liddle both breached an injunction put in place when Jon Venables and Robert Thompson were released from custody in order to protect their new identities.

Both posted pictures which purported to be of the two men as adults, who were convicted as boys of killing the toddler James Bulger, on their Twitter sites, on 14th February, shortly after the 20th anniversary of James Bulger's death.

Lawyers for both men indicated to the court this morning that they accepted they are in contempt of the injunction.

The court has been told by barrister Melanie Cumberland that the Attorney General brought the proceedings because of the strong public interest.

The importance is of protecting not just Venables and Thompson but anyone else who might correctly or incorrectly identified as them.""

The Story of CHRIS: Critique of A Paedophile Name and Shame Website

The Jimmy Savile scandal has taught us that we cannot always rely on our Government and trusted British institutions to protect our children, but if private individuals are to replace state systems with their own, they need to meet a higher moral and practical standard.

Chris Wittwer does not do this, and if claims about people being out to get his campaign are true, maybe there was a good reason. His website is carelessly outdated potentially giving rise to misdirected vigilantism, it mixes irrelevant crimes with crimes of paedophiles diluting his mission statement, he ruined its credibility by naming and shaming innocent people alongside paedophiles because of ego-based personal grudges, and he’s proven himself to be a mindless thug.

The Government’s Child Sex Offender Disclosure Scheme will always be open to criticism, but it’s without question more efficient than the shambles that is CHRIS."

Teachers should give lessons in pornography and tell pupils 'it's not all bad', experts say

">Recommendations suggest teachers confront 'myths' about porn
>Guidance could have significant influence in British schools

Teachers have been encouraged to introduce pornography into the classroom, using sex education lessons to explain that porn is 'not all bad' and 'hugely diverse'.

The recommendations, included in an educational guide, suggest that teachers confront 'myths' about porn and inform children as young as five about sexualisation.

The guidance could have significant influence in British schools after the Government's decision to keep sex education lessons voluntary, leaving schools to devise their own ways of teaching the subject."

Sex offender targeted by vigilante yobs

"The home of a known sex offender has been targeted after leaflets about the man were distributed around his home town.

The leaflet, containing the full name and address of the offender, warns parents of the “dangerous man” and was sent to homes on Ashfield Road and Kincraig Place, near Bispham, shortly after his release from a prison sentence.

Police say after the leaflets went out, a number of incidents of criminal damage to a property in the area were reported to officers."

Paedophiles identified accurately with implicit association tasks

"A combination of two tasks for implied sexual associations has distinguished – with more than 90 per cent certainty – a group of paedophilic men from a group of men with a sexual preference for adult women. In the long term this could lead to a diagnostic test, for example for men who have applied to work with children. (ah, so people who are attracted to people, should not be allowed to work with people - we see, because, tastes cannot develop (or be quenched), or be shielded (or repressed), can they? ..oh, and self-control does not exist, does it?]

Psychologists at Radboud University Nijmegen will publish their findings in the journal Archives of Sexual Behavior (online from 24 april).

This study was the first to work with paedophilic men who were not imprisoned or confined for involuntary psychiatric treatment in a clinic.

It reported a highly significant effect: the tests distinguished the paedophile group from the controls with more than 90 per cent accuracy.

Furthermore, in both groups of subjects (paedophiles and heterosexual non-paedophiles [how do you know?]) one of the tasks (the Picture Association Task, see below) indicated positive as well as negative associations with sex with either children under twelve or adult women.

Stated another way: the test showed that paedophiles not only have positive associations with children and sex, but also negative associations with adult women and sex. In the control group, this was the exact opposite."

Assessment of Implicit Sexual Associations in Non-Incarcerated Pedophiles

"Offences committed by pedophiles [sic] are crimes that evoke serious public concern and outrage.

Although recent research using implicit measures has shown promise in detecting deviant sexual associations, the discriminatory and predictive quality of implicit tasks has not yet surpassed traditional assessment methods such as questionnaires and phallometry.

The current research extended previous findings by examining whether a combination of two implicit tasks, the Implicit Association Task (IAT) and the Picture Association Task (PAT), was capable of differentiating pedophiles from non-pedophiles, and whether the PAT, which allows separate analysis for male, female, boy and girl stimulus categories, was more sensitive to specific sexual associations in pedophiles than the IAT.

A total of 20 male self-reported pedophiles (10 offender and 10 non-offenders) and 20 male self-reported heterosexual [wink] controls completed the two implicit measures.

Results indicated that the combination of both tasks produced the strongest results to date in detecting implicit pedophilic preferences (AUC = .97).

Additionally, the PAT showed promise in decomposing the sexual associations in pedophiles.

Interestingly, as there was an equal distribution of offenders and non-offenders in the pedophile group, it was possible to test for implicit association differences between these groups. This comparison showed no clear link between having these implicit sexual associations and actual offending."

Another blow for Theresa May: human rights law means 17-year-olds in custody must be treated as children

"A teenager has won a High Court victory over the Home Secretary Theresa May's policy of treating 17-year-olds taken into custody as adults - depriving them of protections offered to those aged 16 and under.

Two judges ruled today that the policy was "incompatible" with human rights law.

Those under 16 are entitled to contact their parents or seek advice and assistance from an independent "appropriate" adult.

Today's ruling was a victory for Hughes Cousins-Chang a sixth-form college student from Tulse Hil, south-east London, who was arrested by Metropolitan Police but subsequently found to be innocent.

He was detained for more than 12 hours and strip searched at a police station after being suspected of a robbery.

A Home Office spokesman said: "The Government believes the welfare and protection of all those held in police custody, especially young people, is extremely important. We accept the court's judgment and will consider the next steps we should take to implement the changes.""

9 Investigates crackdown on sex offenders inside Disney World

"A six-month-long Eyewitness News investigation has uncovered sweeping background checks at Disney parks in central Florida -- checks targeting registered sex offenders.

Investigative reporter Christopher Heath dug through hundreds of pages of Orange County Sheriff’s Office trespass reports, and they show a consistent pattern of documented sex offenders getting kicked off of Disney properties.

During the last few weeks, Heath spoke to many of the sex offenders trespassed from Disney, including a man named Mike, who is married with two adult children.

Mike, who agreed to talk on the condition that he not be fully identified, said Disney officials clearly told him, “We don’t want you at our park.”

"I didn't realize anything was happening until they wanted to talk to me in private," he said.

Mike's narrative of what happened is the same as those of more than 20 other convicted sex offenders Heath interviewed. All of them were recently trespassed from Disney properties.

Mike and his wife had season passes. They went to retrieve their passes, and she swiped her ID and got her pass. He swiped his and was told a there was a problem."

Sex register gets 500 hits a day

"The public sex offender register has been visited an average of 500 times a day in the six months since it went online, WA Police statistics have revealed.

But only four requests have been lodged by parents or carers seeking information about adults who have regular unsupervised contact with their children.

No details published on the website have led to information from the public which helped police find offenders who failed to comply with reporting requirements.

Sex offender management squad officers are not aware of any charges relating to vigilante behaviour. [not aware of charges, oh, nothing must have happened then ... also, early days, yet]

The statistics, which do not indicate whether visits to the website have tapered off since its launch, could include multiple visits to the website and requests for information by the same people.

The register includes three tiers that provide varying levels of access and information about different categories of child sex offenders. Legislation introduced with the register also includes penalties for vigilante behaviour and re-publication of information from the website.

Police Minister Liza Harvey said despite claims by critics of the website that it would lead to vigilante behaviour and a flood of inquiries about the sex offender status of individuals, the public had behaved responsibly in the use of the website.

"The high level of traffic and inquiries about paedophiles [sic] in their locality indicate that there is a strong public interest in information about absconded, serious and repeat offenders being made public," Mrs Harvey said.

"Given that research has shown [which?] that access to such resources increases the likelihood of parents engaging in protective behaviours with their children [fear], this is a victory for common sense and community safety."

But shadow police minister Michelle Roberts said the statistics, which indicated only a small proportion of WA residents had used the site, did no more than confirm a high level of anxiety in the community about sex offenders. She called for a random survey of visitors to the website to determine the use and effectiveness of the information provided.

Mrs Roberts said vigilante behaviour had been prevented because the legislation and register were significantly different from the election promise of the Liberals in the lead-up to the 2008 poll."

Paedophile [sic] with HIV jailed for having unprotected sex with young boy WINS legal battle to allow him to work in places where children are present

">SK allowed jobs where he comes into contact with children
>He was jailed after abusing boy and concealing his HIV
>Judge says 'He has served his punishment'

K, now free, was also handed a sexual offences prevention order (SOPO) banning him working anywhere he might come into contact with children under 16, among other restrictions.

Three of the country's most senior judges have now upheld a challenge by K against his SOPO, opening the way for him to take jobs where children may cross his path and softening other restrictions on his liberty.

Lady Justice Hallett, sitting with Mr Justice Bean and Judge Michael Pert QC, said it would not be right to condemn K to a lifetime on benefits, unable to work.

She added: 'It must be understood that we are under an obligation to apply the law and, despite the seriousness of this crime, we cannot just lock someone up and throw away the key.

'He has served his punishment. This court does what it can to protect children - you can do your best, but if you are simply depriving him of all liberty forever, the law does not allow you to do that.'"

Woman’s harassment ‘distressed’ ex-police officer sex [sic] offender

"A woman launched a campaign of harassment against a former policeman after finding out he had been convicted of possessing indecent images containing children, a court has heard.

Lana Robertson, 37, was found guilty at Perth Sheriff Court of making abusive remarks to CM in August and October 2011.

Mr M was jailed in 2009 after being found with 14 indecent photographs or pseudo-photographs of children and 43 indecent videos depicting children as young as three engaged in sexual acts with adults and animals.

He was sentenced to one year in prison, and put on licence for a further two. He was also placed on the sex offenders register for 10 years.

Robertson, formerly of Rannoch Road, denied the charges and claimed the accusations had been fabricated to “get her into trouble”.

The court heard how she had shouted “paedo” and “paedophile” at Mr M.

Mr M and his partner of 14 years, AM, told how the abuse had left them “upset” and “fearful”.

Sheriff Lindsay Foulis was told how, on August 23 2011, Robertson screamed abuse at Mr Mas he and Ms M drove along with their car windows open.

Mr M said: “All I could make out was ‘schools’ and ‘paedophiles’. I was distressed by it.”

On another occasion on October 9 the same year, Mr M and Ms M had returned to their home when Robertson passed by in the passenger seat of a red car, leaned across the driver and yelled “paedo”.

Mr M claimed to have a log of 140 other incidents where Robertson had targeted them."

Fred Grimm: The error was small, the damage immense

"Andrew Flaherty, new to Florida, could not escape the feeling he had moved to a unwelcoming place. He was often treated with a dismissive brusqueness, particularly at businesses where he was asked to produce an ID.

Occasionally., clerks looked at his newly issued Florida identification card and, with no explanation, told him they couldn’t help him. “I had to go to three pharmacies before I could find someone to fill my prescriptions,” Flaherty recalled. Not an inconsequential problem for the Jacksonville resident, who suffers from chronic heart problems and debilitating health complications from his Type I diabetes.

Flaherty, 48, who moved to Florida last year from Louisiana, found himself beset by a vague paranoia. “I [was] having problem after problem. Goodness gracious. It was happening every time I walked into a place.”

It happened again on March 9. Flaherty and his brother stopped at the guardhouse outside the Jacksonville naval base and presented their identification cards.

The guard studied Flaherty’s ID and ordered the brothers to park the car. Thirty-five minutes later, two police cars drove up. Flaherty was told that his state ID card included a designation that he was registered sexual offender. Which made his attempt to enter the navy base a crime.

“I said, ‘You’re kidding.’ I kind of freaked out.”

But there it was, in print barely discernible to Flaherty, who is legally blind, on the bottom right corner of the Florida ID card issued by the Department of Highway Safety and Motor Vehicles back on Oct. 31 — “943.0435, F.S,” the statute number designating a convicted sex offender."

Police fail to apprehend anti-paedophile [sic] vigilantes

"British police are failing to arrest and investigate a so called ‘anti-paedophile’ vigilante group, despite one group spokesman admitting on BBC Radio that his organisation is knowingly acting “outside of the law”.

The group – whose name we will not publish as we do not believe it deserves publicity on – admits trapping potential online abusers by posing as teenagers. The suspected offender is then encouraged to meet in person, held against their will and ‘questioned’ by the group who, according to its spokesman, is merely seeking an ‘explanation’ for the individual’s behaviour.

The group proudly claims that its actions so far have has caused 5 “sex offenders” to be arrested – though nothing against the individuals has been proven and none have been charged.

The vigilantes also use a quote from Genghis Khan:

“Had you not created great sins, God would not have sent a punishment like me upon you.”

One might be tempted to comment that this is not the ‘mission statement’ one would expect from an organisation that proclaims that it is “not our intention to hurt anyone”.

Rather interestingly, the group’s Facebook page also has a link to other child protection websites as well as a link to the neo-Nazi English Defence League.

It would seem that the police – always anxious not to offend the Sun and Daily Mail reading public – are prepared to do nothing rather than face claims that the police are not doing their job properly."

Ohio Public Defender’s Office says sex offender registry doesn’t improve public safety

Mostly True

Ohio will begin tracking arsonists this summer through a new registry similar to the one used to track sex offenders.

A law passed last year by the General Assembly will require people convicted of arson-related offenses to register at their local sheriff's office each year for at least 10 years. Failing to register will be a felony.

Supporters tout the measure as a tool for law enforcement. Critics argue, among other points, that the registry will be a burden for sheriffs already charged with keeping the sex-offender registry."

Burke Signs On As Co-Sponsor of Gang Registry Bill

"Bill would make Illinois's gang database accessible to the public, but critics say bill is too vague about who gets entered into system.

State Rep. Kelly Burke (D-36th District) signed on as a co-sponsor to HB 3082, a bill that would open the Illinois State Police’s gang member database to the public.

HB 3082, State Police Gang Database, was introduced by Rep. Deborah Mell (D-40th District) of the city’s Northwest Side, and is currently before the state house rules committee.

Illinois’s Statewide Organized Criminal Gang Database is currently available only to prosecutors, police and other statewide law enforcement agencies.

Mell would like to list the names of known and alleged gang members, including their last known address, photos, tattoos, other physical marks and favorite hangouts.

The registry is intended to help parents determine if gang members are living in their neighborhoods, and keep track of their children's associates."

Cumbria police infringed man's human rights, rules High Court judge

"Cumbria police unlawfully infringed a teacher’s human rights by refusing to remove detail of a woman’s harassment allegation from a “criminal record certificate” available to potential employers, a High Court judge has ruled.

The force's decision was a “disproportionate and unjustifiable” breach of the 44-year-old man’s right to private life, enshrined in the European Convention on Human Rights, said Mr Justice Stuart-Smith.

Police had investigated the 18-year-old’s complaint and concluded that “no further action” should be taken and disclosure of the allegation had dealt a “killer blow” to the teacher’s employment prospects, said the judge.

The physical education teacher - who cannot be named for legal reasons - is expected to seek damages.

Mr Justice Stuart-Smith announced his decision in a written ruling after a hearing at the High Court in London in March."

Op-Ed: Historic alleged sex crimes in the UK, or something else?

"The alleged historic sex crimes currently being "investigated" do not fall into that category, for all manner of reasons. To begin with, the current investigations are not evidence led but trawls; when people are invited to come forward and make allegations against either named individuals or a specific class of person, they have a tendency to do just that, all the more so when they will be guaranteed anonymity, may be rewarded with tea and sympathy, not to mention the prospect of cash payouts further down the line and maybe the chance of selling their stories to a Sunday tabloid for a five figure sum.

With no corroboration required and no sanctions applied for those who simply make things up, some individuals may see this as a win-win situation, they get to drag someone's name through the mud, someone to whom they may have taken a dislike for whatever trivial reason - perhaps failing to reply to a fan letter.

To the above must be added the most dangerous accusers of all, delusional people, largely but not exclusively women. This is one of those taboo subjects, but talk to an experienced detective or a specialist solicitor/barrister off the record and you will be told what only the very brave or the very foolish will admit openly, that for whatever reason, some people fantasise about being sexually attacked, and that with the passage of time these confabulations become real memories."

Florida County Posts Signs In Front of Sexual Predators' Houses Warning Neighbors

"A county in Florida is taking sexual predator warnings to another level by posting road signs outside of convicted rapists and child molesters' homes to tell the public of their criminal pasts.

Bradford County, Fla. police say the signs cost just $10 and many community members have expressed approval of them.

It reads: "PUBLIC NOTICE, (Insert Name Here) is a convicted sexual predator and lives at this location."

Sheriff Gordon Smith said it hopefully will ward off children and notify parents of convicts in their neighborhoods.

"If it prevents one more victim in my community, I've done my job as sheriff," he said.

There have been 18 signs put up so far."

Sex Offender Registry: Has it Gone Too Far?

"I’m a mom, and I’m skeptical of the sex offender registry. I know, not very common. In fact, when I read comments on almost any article regarding the sex offender registry, a common response is “If you don’t like the registry, you either aren’t a parent or you are a predator.” That exact statement is why I felt compelled to compose this post."

Fla. Officials Post Sex-Offender Signs Near Homes

"Officials in Bradford County, Fla., are posting permanent signs in red outside of homes of convicted sexual predators in local communities. The “public notice” signs include the name of the convicted sex offender and the words “ a convicted sexual predator and lives at this location.”

So far, the county has posted 18 of the signs since last month. Nearby Baker County began a similar program a year ago.

Bradford officials say this is how they’ve chosen to follow a mandate by the Florida Department of Law Enforcement, which says officials must notify the community about a sexual predator’s presence. The law does not say how that notification must occur, however. Other places often use fliers or Web sites to notify community residents.

The signs have had mixed success in other cities. For example, a Kansas appeals court in 2009 overturned a judge’s decision, with the appeals court ruling that notification signs posted on the home and car of a past sex offender are not permitted.

Some Bradford County residents have praised the city’s move to add the signs to residences, while others say it goes too far by harassing people who already served jail terms and submitted to the public registry."

Richfield Doesn't 'Ban' Level III Sex Offenders, But Doesn't Have Any

"A Star Tribune study found uneven distribution in where offenders live in Minnesota, despite a law meant to spread out their places of residences across the state.

Once a week Richfield Patch brings readers the Richfield news they may have missed from the previous week.

Richfield doesn't have an ordinance restricting where Level III sex offenders can live—but there aren't any such offenders living in the city anyway.

Eight cities in Minnesota have "essentially banned" Level III sex offenders from taking up residence, according to the Star Tribune.

Those cities have restrictive local ordinances that work against a Minnesota law intended to spread out the state's population of Level III sex offenders. Instead, the offenders are concentrated in a few areas, such as north Minneapolis, the newspaper reported."

Children are safer in the park than their own bedrooms
[sic], says NSPCC

"A landmark report by the NSPCC claims that children are safer from strangers playing out in the street or in the park than in their own bedrooms.

They say we need to change the way we teach children about 'stranger danger' to take into account emerging threats [sic] in today's society from dangers online such as sexting, cyber bullying and meeting people online in chat rooms.

Meanwhile the report, billed as the comprehensive study of risks to children in the UK, also warns only a small a fraction of abuse or neglect in the home is being detected.

The report overall shows a significant long-term decline in violence against children in comparison with previous decades, contrary to public perceptions, but major new threats emerging through the internet.

Child murder, for example, is down by 30 per cent since the early 1980s and serious assault involving children have also declined steadily as have child suicide rates in most of the country.

But with children as young as five spending up to six hours a week on the internet, a quarter of 11 and 12 year-olds now see something which worries them on the internet every day, it warns.

Online threats which our children are facing include cyber bullying and receiving sexually explicit messages, seeing sexually explicit images and meeting strangers on the internet.

Lisa Hawker, author of the report, said: “We are still trying to fully understand the scale of online harm but children are telling us that cyberbullying, sexting and seeing sexual images online are things that many of them are experiencing."

Llanelli sex offender DC speaks out on magistrates' decision

"A LLANELLI sex offender admits he feels like "playing chicken with a train" because he is still paying for offences he carried out as a child.

DC, of [redacted] in the town, pleaded guilty last Thursday to failing to renew his details on the sex offenders' register.

But Llanelli magistrates declined jurisdiction — meaning the 22-year-old will face stricter sentencing at Swansea Crown Court.

C reacted by storming out of the courtroom declaring, "they are trying to ruin my life".

And he later spoke openly to the Star about how the ghosts of his past are continuing to ruin his life.

He said: "It is getting to the point that I feel like going and playing chicken with a train.

"Without all of the sentences and whatever, I have been paying for it every day of my life.

"Because of that, I feel like killing myself every day. You heard what I said in court — it is ruining my life."

In court, C's solicitor Steve Donoghue explained the background to the defendant's original offence, which dated back to when he was just a child.

He said: "The offence for which he was convicted started when he was 11 and finished when he was 13."

Cs committed the sex offences against a juvenile when he was also a juvenile.

But as Mr Donoghue said in court: "He has committed no sex offences since the age of 13, but they will continue to haunt him for the years to come."

After the hearing, C said: "Most people don't understand that I was a kid.

"I want people to realise it is not as bad as the police and people try to make it out to be."

A Point Worth Remembering Whenever You Hear The Word "Victim"

13th April, 2013

"The terminology used in new legislation which aims to put “victims’ interests at the heart of improvements to the Scottish justice system” risks undermining the presumption of innocence, the Faculty of Advocates has warned.

In its response to the Scottish Parliament Justice Committee’s call for evidence on the Scottish Government’s Victims and Witnesses (Scotland) Bill, the representative body for the Scottish Bar said the use of the word “victim” rather than “complainer” creates an “implicit assumption” that the accused person is guilty of the alleged offence.""

Philosophy Replaced By Soundbites

Is Sickie-Icke Dicky?

"The path of this self-education has taken in many authors and scholars – from the better self-help books, psychology and occasionally fiction; authors as varied Ayn Rand, Tony Robbins, M.Scott Peck, Stuart Goldsmith and David Icke. Taking no individual word as ‘gospel’ but going with my own sense takes self-belief I learned as an adult, not something I was spoon-fed as a child. For instance, although ‘life-coach’ and motivational guru Anthony Robbins has that cringeworthy kind of Whitehouse-endorsed corporate-friendly ‘your life is amazing’ Americanisms, there is no doubt that his love and self-belief based philosophy offers the open-minded a ‘yin’ to the ‘yang’ of the necessary but somewhat negative realisations of the Ickes and Goldsmiths.

Particularly in the area of ‘finding closure’ when someone is harbouring their own emotional damage, Robbins offers a valuable ‘forgiveness’ based antidote to the hate-based lawyer-assisted ‘closure’ proffered by the police and media which actually discourages forgiveness, encourages the damaged to wallow in hate and self-pity to their own detriment, and continues their own destruction in the name of being a ‘victim’. The only way to ‘get over’ abuse or emotional damage in the past is to empower oneself today – that doesn’t garner many column inches though, alas.

I would have thought this is the message the Mark Williams-Thomas’ of this society should be sending these all-important ‘victims’ but it is not. The sheer amount of real-life ‘monsters’ created by this culture of greed and hypocrisy seems to be never-ending – but the Mick Philpott’s & Sharon Matthews’ did what they did because of aspects of the media actively encourage such mindless attention-seeking and narcissism. As Stevie Wonder said nearly forty years ago, ‘Love’s In Need Of Love Today’.

It’s true – love is in need of love today. What we are subjected to is a daily bombardment of hatred and contempt, seemingly now balanced out by the phasing out of the natural process of questioning and weighing up what we are being told. We are expected to believe everything we are told by agents of the media, and the reactions if we don’t tend toward finger-pointing counter-accusations and attempts at ridicule – or, worse.

Education – in the true sense of the word – has been replaced by the promotion of ignorance and hate, philosophy replaced by soundbites.."
